US-3.10implemented Skip matching for cash-only receipts
As a user who paid for something with cash from my wallet I want the matching algorithm to automatically skip receipts that only reference wallet accounts (no CSV) so that I am not prompted to find a nonexistent CSV transaction for a cash purchase.

Matching Flow

The matching algorithm tries to find a CSV transaction for each receipt. Retry outcomes loop back for another attempt; terminal outcomes end the flow.
